A good trainer works with both the dog and the owner. The owner is the one who is responsible for maintaining the dog's training. So using a professional trainer can make you a better dog owner as long as you are willing to learn and follow through with their instructions.

Yes they make good owners, these are the people that want well mannered dogs and once they have the tools to go by they will maintain their dogs training. Most people will not pay or go through a six week training course just for the heck of it. When I taught I always let a owner come back through the class if they were having trouble in a certain area and welcomed phone call from all the people

I don't have a problem with professional dog trainers but I don't recommend someone sending the family pet off to one vs.working with one. When it comes to a family pet, I think everyone in the family should be involved, not a total stranger. I actually have a friend who is doing this right now with a Dobe that hasn't been trained right from the get go. The trainer is coming to their home and training the WHOLE family how they Have to be synchronized with the whole thing or it won't work. There are different reasons for doing so, and all situations will vary.

I don't think any owner requires a professional dog trainer. Going to a professional dog trainer is a choice. Additionally, good owners are not measured by whether or not they use a professional dog trainer. Good dog owners are 'good' based on the way the treat and care for their dog. I believe that one of the measures that shows how much an owner cares for a dog is the training the owner gives the dog. An obedient dog is a happy dog and an owner of an obedient dog is a happy owner. Training a dog does not require a professional. Many dog owners can train their dog themselves if they know the basics. And quite honestly, training a dog the basic obedience commands such as sit, down, stay and come after they get the dog housebroken is all of the training most dog owners want. A professional dog trainer will charge a lot of money for one-on-one training, but less if the dog and owner are part of a class. There are a lot free dog training tips online for the novice.
